It seemed to have made changes to my High performance plan, as changing power management to Balance seemed to change the base clock speed, but I could still tell something was amiss. One thing I observed, however, was that the QuickCPU settings seemed to be tied to Windows power management plans. The issue, however, was not resolved and the settings were still saved. I followed the recommendation and did a system restore, which was 8 days before I even touched the program. In a panic, I googled the issue and found this post: that discussed this issue. Upon the restart, I noticed that my base processing speed in Task Manager reached max turbo speed (4.6 GHz on i7-8700) during idle time. When I turned the PC back on, I uninstalled the program and went back and restarted the computer. I played around with it for a while until my pc shutdown due to overheating during one of my gaming sessions. Today I decided to check out QuickCPU, which is a program used to unpark cores.
